Have seen this on airplanes more than once. Planes over-book as a business model. Some people like 2 seats for more room. Plane bullies them into giving a seat up. It is so common I wonder why anyone even tries to pull the '2 seat' purchase off.

This is funny, but when he says "train" does he mean the normal ones you is for public transport, or the real fancy kind of train with coaches and plush seats and carriages where people have to buy tickets to specifically reserve their seats for the inspector?

Because if it's the normal kind of train you use everyday then that is a shit move because buying even 1 ticket doesn't mean you get a seat. If it's the kind of train you have to reserve seats for to show the inspector, then it's justified that he not share his seat when he paid for it.
