It's in female nature. Females need to receive attention. It is their fuel. It is how they measure their worth as a person.
So basically that girl flashed because she wanted to stroke her ego by receiving a horny stare, compliment, a surprised remark like "wow" etc.
Females are selfish. It's always about them. If she shows you boobs, you are an idiot if you think she did it because she likes you. She felt herself safe to do it and did it. Otherwise she'd only wear sexy clothes.
It doesn't work like that for men. You might be really handsome, might have huge muscles etc. But you can only draw female attention if they think they'll benefit from showing you attention. You are really handsome and have a girlfriend prettier than her. So if she manages to get you, she'll prove to herself she is better than your girlfriend. You have strong physique, she will feel protected. You are rich, she can benefit from you financially. You have status, you can help her get to places etc.
Even an ugly girl can get a lot of attention by showing her saggy tits and hairy ass. But an ugly man won't get any attention by showing his fat tits, hairy chest or dick. You are a worthless trash in women's eyes if they can't benefit from you .

But, the incident reminds me of this one time when I was in kindergarten. I used to sit next to this girl on the bus and we sat in the seat directly behind the bus driver. One day, she starts kissing me on the cheek. She did it repeatedly. Just kept popping one every 20-30 seconds. The bus driver was watching us through that big ass rear view and was smiling and lightly giggling.
