But here it is. Shouldn't we be pushing for the creation of a 3rd party that men and women pay child support to (both the mother and the father) in equal amounts, who then dispenses said monies for direct child care costs?

This way, both the mother and father are responsible for providing for their child in equal amounts. And, the money paid out is accounted for in full.
