I agree. There are a lot of businesses already who don't even have an official HR person. The company I work for has about 100 people in four different states and no HR anywhere. There is a smart young guy who manages our insurance, benefits, and employee files, but he doesn't have anything to do with hiring.

Nope. In every company I've worked for, the hiring manager has the largest say in new hires. HR just acts as a (dumb) filter, and I suppose a computer can do that just as well or better.
