There is not premise in law for incidental touching being an offense or a tort. So no, it's not abuse. It's perfectly normal for people to touch, psychologically necessary in fact.

it's mostly a woman thing.. A gross creepy ugly middle aged guy could randomly walk up to me and give me a bear hug and I wouldn't mind.. Anyone can touch me anywhere and I wouldn't care as long as it's not too annoying

Well it is directed at girls and women. Yes it would be better if it was to everyone but at least something.

It never said that it is not towards men.
