The teen will have to produce evidence that such an act occurred. You can accuse someone of an illegal act and the police can do nothing or they can arrest a person without any evidence. Its not a good system.

As a retired physician, I am appalled by this. He needs to lose his license and never be near patients again. What possesses some people? He has violated his oath and needs to be done in medicine.

Anyone engaging in this activity in public, especially crowded, small area, is quite ill. He needs required long term counseling, long term monitoring and prohibited from being near children.

It leaves one to wonder how many patients have suffered through his nasty behaviour. He should be jailed.
