I dislike shopping online but my shopping havens can be adapted to your region:

Zara when it's on sale. Beware some of it isn't discounted merchandise but sale pieces, that are and feel cheaper.
Old lady-ish stores (also only on sale, they tend to be expensive) usually have thicker quality fabrics and good basics like cardigans, simple shoes and purses
Flea markets and garage sales are a little hit or miss, best for bags and accessories
Department stores have really big sales on some brands by the end of each season. Some even have outlet stores with stuff costing 70% to 90% less than the original price
Outlet stores are also awsome in general allowing you to buy from facuer brands with the same budget. they may be last year's designs but stay with basic and investment pieces and no one will know :)
Tiny malls are also a gold mine of smaller stores you may have never heard of, just make sure the stuff is good quality or it'll be a waste of money

I'm a huge fan of clearance racks, especially at Target. Goodwill and Salvation Army are also favorites.

I strongly suggest trying to find a vintage store in your area. It might be a bit of a drive, but totally worth it IMO if you can find one that wouldn't be a road trip to get to. Sometimes thrift stores even have some good finds if you're willing to dig through. If you have a sewing machine I would also advise learning to do simple alterations if you aren't already able. Since the selection on vintage items is smaller, if you find something you like it's not like you can pull an identical one from the rack in your size. I also prefer to buy genuine vintage items rather than modern interpretations, and naturally since they're old they are more likely to require the occasional seam repair and/or button replacement. Overall things used to be made to last much more than they are now.

This, of course, depends on the budget you're working with. My husband and I are borderline obsessive with paying as little as possible when we can get away with it. Some things you can't skimp on, but clothing is one area where it's possible to save money without sacrificing quality and style if you're willing to work a bit.

Good will, Plato's Closet, Savers. Pretty much any second hand store is where I go.

Personally I hate online shopping as I can't try on the clothes first and see how they fit.

I'm on a small budget and I've always loved Forever 21. Their stuff is not high quality, but it's cute and really low prices. I always bought stuff in the shop, but they have a website too. I've never understood online shopping for clothes though! How do you know what looks good on you without being able to try it on first?

There are really great second hand shops where I live. Great quality clothes and in great condition. I'm not ashamed to say I buy almost all of mine and hubby's clothes second hand. This isn't true for all stores, though, definitely shop around.

I've heard Zulily is legit, also try Hautelook.com (owned by Nordstrom and the Nordstrom rack just launghed their website too)

On the other side of the coin, if yall ladies are looking to shop for your guy for cheap check out JackThreads.com excellent and affordable clothing. They also have cool home decor and mens grooming items.

Gilt & Zulily have been go-to's for woman's flash sale things....The shipping with Zuiliy, be warned, takes weeks to months. I'm not entirely convinced it's worth the cheap prices, because I really don't want to wait 5 weeks for a summer dress to come.

Shopruche has cute things, and the sales are pretty awesome. Another store that has surprisingly awesome sales? Anthropologie - I've found dresses that were originally $198 marked down to $25. You have to stalk the website and it's super hit or miss, but worth it!

One of my prior girfriends made herself a few dresses with Liberty of London fabric. While not exactly cheap, done right, the added granularity makes it possible to get something precisely how you want it. Only know the name because I made a quilt from the scraps.

Despite their risque advertising, American Apparel has great skirts.

Uniqulo is a great store for basics to build up your closet - also a great store for simple skirts.

J. Crew Factory online is also another favorite of mine. There is always a sale for 30-50% off.

I realize not a lot of these stores are typical 'vintage' type but my style is simple and elegant and those stores have done me well.

And when you buy something online always do a quick google search for "J. Crew coupon codes" or whatever store you're looking at. retailmenot normally has the best codes.

Edit: Also definitely check out TJ Maxx and Marshall. Some of my favorite pieces in my closet I've found in those stores. Normally everything is priced really well.

And second all of the second hand/thrift store suggestions. I'd say 1/3rd of my closet is stuff I've bought second hand. I've found some really great pieces.
