This hurts my soul to know that there are men out there who are this feminised. I'm torn between pity and disgust and I'm really not sure if I'd rather see him come to his senses and man the fuck up or live a life of misery for his behavior.

In most states, outside of a marriage, yeah, he's probably safe. I say probably because he'll need some capital to properly defend himself in court.
Within a marriage it depends, based on historical precedence. If, for example, he was already raising a child that's not his he would likely be on the hook for child support should he suddenly stop, or if his wife leaves him. If he was raising the child under false pretenses and suddenly and immediately stopped providing and contact once he found out, he may be off the hook as there's a precedent for that. Any continuing support after acknowledgement of non-biological parentage implicitly assumes that you're willing to take on the responsibilities of the father, in the eyes of the law.
It's a sticky situation, to be sure.
