Everyone here saying you don't, that's such nonsense. So many people get together through work. As long as you're not her supervisor or directly responsible for her there's absolutely no problem.
Of course you have to be a little more tactful than in other settings. Go talk to her when you can, hang out during breaks , maybe get lunch together. And if you get along well ask her to do something outside of work. That's really all to it. Don't be pushy, just see if you can have a good time at work together first.

It really depends on gender. If you're a guy, be very careful as it will not be hard to unleash HR on you. Start by just having friendly conversation with her. If you do want to compliment her, keep it to her work ethic and intelligence. Make good eye contact, give her your attention, smile, body language can communicate things too.
Compliments on her physical traits can come when she's already expressed desire in you. I suggest not doing that at work but if you can't resist the urge and want to compliment her at work, you have to make the compliment as vanilla as possible. Like "You're looking vibrant today!" or "You always keep yourself so well kempt, I respect that."....whatever....just sterilize it! Make sure you are well dressed, smell good and look like your about your work.
If you're a woman, you can do whatever you want. Slap his ass if you want. Who's HR gonna believe? You or him? Lol jk but seriously, as long as it's not obvious sexual harassment, women can express their feelings for a guy at work without much risk of being reported. He might reject her offer to date but he's likely not gonna report her.
It also depends on the environment. Loose, unstructured workplace (mcdonalds, burgerking) you can be straightforward most of the time. Corporate environments (Business office, hospital, any setting where professionals work) you need to be stealthy with it.

So long as you're both really good at communicating, and I mean you're actually good not just think that you are, it isn't the worst situation. It's probably best to have a work party and flirt there instead, she'll be more herself than at work, you'll be able to see if she's just being friendly or flirting, don't flirt at work man, just don't.
