My sister does this every once in a while. She told me about asking a guy's number on the tram during her work commute. The guy had a gf so nothing came out of it.

Keep on doing what you did to make the conversation go pleasantly for both of you, except with more escalation and flirting.
I've sadly found that women don't stick around long if you're too shy to flirt, and even if you like you have great conversation and are very compatible, it won't turn into a romantic relationship if you don't take the initiative to maintain a romantic context. And sometimes, when the woman is clearly interested, such as when she makes the approach, it puts guys like me off our guard and makes us think that we've already captured her interest.
