Refused is easy, that's a no. No means move on. Ignored is different. If someone is ignoring physicality but not shutting you down they are either petrified of saying no and you really don't want that or they have severe hangups about sex because of past relationships or religion and could be interested but won't show it and you probably should still move on. Persistence could win the day, but do you really want someone who you have to wear down?
