If you are looking for shortcuts/easier girls, they will need to hold eye contact. If she holds, it is on. This needs to be at least 2 seconds (in actual measured time, as with watch - not "feels" like two seconds.) Also, is best if she looking first.

That said, if you are getting blown out, it is because you are coming off needy/like a pussy. This result would not be possible with decisive, strong game. The symptom is that you are waiting for eye contact. The true game does not wait for an invitation; it goes out and ransacks the village

Have a relaxed look on your face. Also, if the girl is looking first, hold the eye contact until she looks away, hold it. If she looks back at you quickly and then back away, it's on. Remember from that point on to stop looking at her or searching for another 'moment'. You should ignore her until you approach.

Strong eye contact or eyes down and then back up at you are good. Usually, they'll look away sideways when not attracted/interested. You're game/approach could be the issue. If you think you are creepy, you are....it's called a self-limiting belief.

Keep making eye contact.

I experience the following reactions:

Totally ignores you. You might think they don't notice but they are pretending not to notice. Not today thank you...
Totally ignores you. Micro reaction like a super quick glance and/or involuntary lip pursing indicating she doesn't want to or it is not prudent to show interest in you in this situation. IOI.
Total disgust. This is kind of random. Maybe you are not their type. Unless you are receiving this all the time, it's probably not your fault.
Eye contact and then they break contact. Watch carefully as they may return eye contact again periodically which is IOI. They are being reserved in showing interest.
Prolonged eye contact. This can be very hot. Consider IOI.
Prolonged eye contact and smile. Definite IOI.
Puppy eyes. You have hypnotised her and she has totally fallen for you. Great if she is actually your type. Definite IOI.

You need to be projecting the right frame too. I.e. you are sub-communicating that you are ready, interested, confident and slightly amused. You want to project that it is more fun for them to be talking with you than being alone:

ready - yeah, I'm ready, I'll talk to you. I'll take you home right now if you want.
interested - yeah, I'm interested in talking to you.
confident - yeah, I'm not scared of you. I can talk to you.
slightly amused - I'm thinking of something that amuses me and I'm having a good time in my head even without you.

With any sign of IOI, gesture subtly for them to come to you, then either:

they ignore you. Just forget it, but watch for later IOI.
reject you. Just be amused.
they come over. Definite IOI.
they gesture to you to come over instead. Definite IOI.
