It's a form of social interaction. It requires social skills.
None of what you listed here constitutes social skills.
On the other hand, building up your social skills is both more difficult and simpler than one might think. During all the COVID shutdowns, that became a lot harder for a lot of people but it basically amounts to:
Getting mileage socializing with people to start off with.
Getting used to /giving comfortable with meeting new people and starting conversations with them.
Going to social events where you are regularly meeting new people.
And that kind of thing.
You don't have to be any particular thing. You don't have to be some paragon. We're talking about some basic fundamental things like:
Actively listening to people when they talk.
Following up on what someone just said while you were actively listening to them.
It's not a game at all. Some people do make money off of making it seem complicated so they can sell courses and workshops. But the fundamentals are easy enough if you know what they are.

Not trying to be cryptic, but thank you for asking, I'll specify. Just talking about socializing with people on a regular basis when I say getting more mileage.
If one is out at regular events, meeting new people and starting conversations with them on a regular basis, it can normalize this activity, which can normally be a little bit daunting and weird.
This can make it less intimidating to meet new people (including women) even outside of whatever regular events one is attending.

There are a shit ton of variables involved in any social interaction. Could you give an example of a common situation that didn't lead anywhere where you were actively listening and having good follow-up in conversation?
Like how did you meet that person? Where were you?
What kinds of things did you talk about?
Where did things stall out or go wrong?
How did the social interaction end? And why?

If you're talking about meeting people in a place like a club or a party without music, that is actually more advanced for a couple reasons:
The environment strips away the verbal component and makes everything a little more based on the nonverbal.
So communication is largely going to be based on things like facial expressions, gestures, body language in general, dancing, etc. If you're not comfortable with all those things in a party setting, then you're going to have a problem. You're also going to have a problem if you're trying to have verbal conversations with someone in that kind of situation. Because it would constitute an interruption of the fun of that situation to try and talk while people are trying to dance to the music, etc.
Getting into a high energy state of mind is vital or else you're not going to be on the same wavelength as everyone else and you're going to stand out in a bad way. Which is not really that complicated at the end of the day. It's similar to how it would be a bad idea for someone to go to LAN party and try to have a conversation studying next to someone at their computer while they're in the middle of a match with their headphones on.

I mean, seduction is basically social skills. You need those to interact with people well. Not just for sex or relationships, but for anything else in society.
But beating yourself up over not succeeding in a party environment is unnecessarily harsh. That's actually pretty advanced situation for reasons I explained in another comment on this thread. A lot of the interactions are based on nonverbal communication so your game has to be advanced and on point.
It can be difficult for people who know what they're doing to succeed in that kind of situation. Especially if they happen to be in a bad mood.
There are plenty of other situations that would be better for meeting people to hook up with. Especially given that you are at college.

The idea of seducing "anyone" is fantasy that is peddled by people trying to sell expensive courses or workshops. No one gets "anyone." And that's not a realistic goal.
It's more like a Venn diagram: You're interested in some people and there's going to be an intersection: some of those people are going to be interested in you.
Without knowing exactly what you're doing and where / when it's going wrong, it's going to be impossible for anyone to give you meaningful feedback on what you could improve on though.

Let's back the train up a bit.
I said I needed more data from even one specific situation to get a feel for where things are going wrong.
It's like getting your car fixed. You can't just call in and say your car isn't starting. You'd have to take it in and let them take a look before there's hope of getting it fixed.
Similarly, we need data to get a feel for what's going wrong in your social interactions. That means sharing a specific event in detail. A situation where you thought you were actively listening and following up well in conversation but it still didn't go anywhere when you wanted it too.
A detailed blow by blow is needed in order to get a feel for what's going wrong.
And for that event, the following information is needed:
The opener: how the conversation started. What exactly was said and how.
Where were you when you met them?
What did you talk about with them after the opener? How did you come up with this conversation content?
Was there any physical escalation? Was it mutual?
How far did things go? Why did the conversation end? How did it end?

But obviously people don't change into different people every few minutes. Which is what you're describing here.
