If you guys text in between dates and talk then yes you should initiate the dates. If not, I would say wait until she initiate a text/call or even a date. Give her space a bit in the start so she figures out (and you potentially) whether she wants to proceed.

No, it’s not about “she needs to plan the next date”.

It’s about that deep inside you know you’ve invested much more than she has. This is why you feel uncertain. Idk what is it that you’ve done, maybe because:

you wanted to please her to the max (“i’m a very nice guy” type of thing).
If you treated her like a friend, she will consider you as a friend. If you treat her like a lover, she will do the same. Typically after 3 dates, couples already kissed and made out. And this is not extreme, this is normal. I read your other comment that you’ve only hugged her so far. That’s not a date, that’s a friendship.
Based on previous point, have you physically and verbally escalated? Like breaking touch barrier, ie; holding her hand while walking together, playing with her fingers or hair while sitting next to each other, throwing a couple of flirts and sexual innuendos once in a while.
Next time with another woman, you need to pay attention to small details. See if she also calls or texts you, for example. Not necessarily because she replies yours. If she doesn’t, or if you’re the only who always initiate doing the calls and texts — let alone the dates-; you don’t have to keep going on the next dates. “3rd date without a kiss and a makeout or even sex” could’ve been avoided if there’s no reciprocation from her end.

Tbh idk how to salvage this issue of yours. If I were you I would just move on. Unless after few days/weeks she decided to invest more than she was. It doesn’t have to be another date. She could cook some food for you, or come to visit and hang out with you unannounced. Anything.
