The article isn't clear, but is this bill going to account for, you know position or experience or education or hours worked or anything that actually influences pay? If it includes clerks being compared to lawyers or part time workers to full time workers, well fuck ever working in Brazil for anyone. This sounds like it could destroy Brazil's economy.

I can't think of a better way to exclude women from the workforce. Why hire a woman if doing so can bring down the wrath of the state?

I don't think this is necessarily the right way to go. I personally think that companies should publish their average salary amounts. Not per person but a rough estimate of positions. Then anyone, man or woman who is being unappreciated in the work place can either ask for a raise and be informed why they do or do not deserve one or leave the company.
