Back when I did lifeguarding, being accused of rape for CPR was a valid concern for a lot of guys since unconscious women indeed cannot give consent for CPR, but rather the consent is "assumed" because they'd rather be alive than dead. Our supervisers and managers assured us that the "Good Samaritan" law (CA btw) would protect us but a small amount of the guys would still try to avoid any CPR encounters at all times.

The problem is all the Good Samaritan laws only protect you from civil liability if you are acting in good faith, mostly from injuring the victim.
If the victim then accuses them of sexual assault, it as the potential to completely sidestep these laws, as its alleged you were no acting ‘in good faith’.

The lungs can't exchange O2/CO2 if the blood isn't moving through them. The last class I took they de-emphasized mouth to mouth in favor of ALOT more chest compressions. There's still O2 in the blood.

Obviously if you are only doing one, then do compressions since it will help for those couple of minutes. I just took a first aid class last weekend. They say you should always do both.

This is completely not true. I only say this because I hope to god you never have to deal with this sort of situation and find out later you did it wrong.
We only actually take into our bodies about a quarter of the O2 inhaled. The air is approximately 80/20 Nitrogen/Oxygen, with some other odds and ends mixed in we aren't concerned with right now. We breath out roughly 15% O2 on exhalation. That's 15% more than...zero, really. short video related from the AHA: https://www.youtube.com/watch?v=dYyuHnW4Azw
As seen in the video, breaths are still needed for, at a bare minimum, children and infants experiencing an arrest, as well as anyone ODing on a depressant like heroine, because their arrests are typically related to lack of oxygen from a depressed respiratory system, aka respiratory arrest. Hands only is better than nothing, for sure. If you can't do both or can't get someone to help you, do compressions and call 911.
Also, if your comfortable giving mouth to mouth then it is better to do so. Bag mask is the preferred route in an emergency situation but isn’t always available. We tell people compressions only nowadays to protect the BLS giver and to get away from losing precious time about who’s gonna blow into the vomiting, gross dead dudes mouth.
If you feel comfortable and it safe (clean) for the bls giver, than by all means blow away.... its better than not blowing.

I don't know where you heard this. Maybe as a literal bystander, yes, but even then it would only work for a very short period, maybe 3-5 minutes or so. Ambulance personnel will use oxygen and ventilate with a bag valve mask. Even before I got my EMT card, I did a basic first aid course in like 2016 and even then they told us to supply oxygen. Ideally you'd have a mask on you, some form of barrier just for your own sake really, but if not the old classic pinch the nose, tilt the head back, blow air in their mouth with yours would supply oxygen.

The good samaritin law prevents a law suit of any harm caused to a person that is incapacitated in their interest. So if you hurt someone doing CPR, you cannot be sued for it unless your not CPR qualified. That being said i dont think this will work because there wouldnt be any evidence in the accusors favor UNLESS someone actually sexually assaulted them.
