I think you missed the point. It's not literally saying that men shouldn't go outside, it's criticizing people who blame rape victims for "putting themselves in those situations." It's supposed to be ridiculous because it's pointing out the flaws in the logic of victim blaming.

Okay so let me say this.

Recently, a study showed that the majority of male bosses were uncomfortable with mentoring women one on one. These women then complain that they are being oppressed. But now they say we shouldn’t be putting ourselves in the path of a potential rape accusation? Also, when women are catcalled by guys or groped because they’re wearing something skimpy and guys tell them to just dress a little more appropriately we are told not to tell them how to dress and that it’s their body so they get to decide what they should wear.
