Depends on the setting. Depends on your level of comfort. "Come here." [note the period. say it confidently.] will work wonders if she's ready to kiss you.

If she isn't, and you need to escalate first, take her hand and pull her up if she's sitting: "I want you to be on the same level as I am."

If you are both standing, you should be touching her already, bro. Way before you start thinking about a kiss.

Just grab her hand and bring her closer. Say something like "let's pretend we like each other", then start chatting.

I used this on a date the other night after meeting with the girl at the corner of the street. The meet up went like this:

"Hey" -> hug -> hand grab/lead to destination -> "Let's pretend we like each other" -> big smile -> huge reciprocation on the grip.

If you're both sitting and she's in a chair next to you just grab the back of the chair with one hand and the closest arm of the chair with he other and pull her and the chair as close as you want, preferably as close as possible. If she's sitting too far away for a kiss then you aren't ready to go in for the kiss.

Start over. What have you been doing this whole time? Have you been leading up to the kiss? If you're leading up to the kiss, you would be kino'ing her and she'd be laughing and you'd be smiling and she'd be right next to you, possibly with a finger on your thigh.

If you think she's just being shy, then be the opposite of shy and go get what you want. Make it a big statement and say "you're too far away" and either tell her to come closer or move over there yourself and put your arm around her with a smile. Then continue escalation.

If she's still sitting across the room she may as well be a stranger. Or, you've failed already.
