How a woman dresses in public says something about her. She's free to dress how she wants. It's not your place to say anything or try to control her. But it's definitely your place to have an opinion and treat her accordingly.

Girls dress slutty in public to attract attention. Even if your girlfriend doesn't plan on cheating or doing anything wrong, she's demonstrating to you that she's the type of woman who craves validation from men when she's at a public event like a concert. She enjoys drawing eyes, being looked at, maybe even getting hit on (even if she turns the guys down). And if her past "throws a lot of red flags" like you say, getting the right kind of male attention after a few drinks in a crowded, music-filled, euphoric public place filled with scantily clad hot people where she could slip away easily at any time and claim it was just a bathroom break isn't an ideal situation.

Don't stop her. Just plate her. You don't want a serious, long-term, monogamous relationship with a slut.

You can also agree and amplify in this situation. "Whoa! People are going to be dressed like that?! This is going to be more fun than I thought. If I get any erections while we're there, you'd better help me out."

Then spend half the time you're there chatting with other girls. She'll be too afraid to leave your side to blow other guys in the bathroom.

If your girl looks good, she'll attract male attention either way. You need to be able to handle that (proactively instead of reactively), and putting her in a burka won't help.

If she is attractive, people are going to want to look at her whether she is in a bikini or some semi-attractive outfit. Should she be dressed in a nuns outfit? absolutely not. Would you be ok with her showing some skin, but in a less revealing manner as a bikini would be? Again, men WILL be attracted to your GF. There is no stopping that. Maybe she wants to wear something like that for your benefit, because you are there with her.

Why not let her dress slutty? Other dudes be 'mirin but you'll be the one taking her home at the end of the night. Maybe her hot attire will attract an equally hot woman who will want to come home with the both of you. What will telling her no do? It will stop this specific expression, but not the desire/nature of who she is. Take note of what she's saying about self and act accordingly. What does this mean? Don't expect anything serious from this relationship, do expect her to leave if she meets someone more masculine or cheat on you with such a person.

Don't worry about it man. If what you are going to is similar to a rave, literally almost every semi attractive female there will be wearing the skimpiest slutiest clothes imaginable. I've been to raves with LTR's and they wear super slutty bikinis (if you can even call them that) and it has never been a problem. Females are strange, they must always feel the need to out-do and out-dress the other females around them, there for they believe they need to dress slutty in an attempt to fit into the scene. If you trust her enough for her to be your girlfriend, who cares? Let the world know you've got a hot girlfriend. Like you said, she'll be one of plenty of people without a whole lot of clothing on, and it sounds like it's what she wants to do. Telling her not to wear something because it's too sexual may come off as insecure.

Out of curiosity, why, exactly, would this bother you? Are you afraid she's going to be unfaithful to you? or that you'll have to deal with shooing other guys away? Do you have a conservative view in general on women in bikinis?

If you want to continue a relationship with her for some weird reason and you don't want her to dress like this then use amused mastery on it and agree and amplify. "You're going dressed like that? Cool. I just didn't know you needed that much validation" or some variant on that. Don't try to control her actions but you can let her know you disapprove. If she chooses to not give a shit about your disapproval demote to plate and enjoy her bikini with everyone else.
