I can remember reading somewhere in the book, THE GAME, which was my formal introduction to all of this stuff, that hitting on girls wasn't "fair game" because they are taught to be nice to customers at work therefore you won't be able to get a real gauge on whether they are actually interested in you or just being nice to you because they're at work. That being said, I've talked to a lot of women I've been attracted to while they were at work and even gotten numbers and made plans. That being said I think I do too much of that actually and it's not something I want to do unless I feel it's really right.

Are you putting this girl in an awkward situation?
Are you misinterpreting ‘service and courtesy’ as signals?
Is this you’re first time interacting with this person?
Are you at a strip club?
All important things to be mindful of.
My all means chat up girls, but if you’re talking to a waitress or bartender... definitely don’t ask her out after 1 conversation. It’s probably not gonna work, and you’ve also significantly ruined your chances at that location.
If you happen to be in a business you know you’re never probably going to return to... sure go ahead.

It is, remember people on the job are still people - the key is DON'T talk about anything relates to her job, but something personal like, "are you from here?", "nice shirt by the way, I like how it fits with your hair", "My name is ____, nice to meet you, are you from here?" something along those lines and get her contact as soon as the set hooks because you won't know if she's busy or what not.

Here's an idea if you end up hitting her up -
Just have a normal conversation with her about what ever bullshit. If she stays and doesn't show she is super busy then give her that complement and lead into phone number because your doing x cool thing in your spare time and she is x quality so she qualifies to your standards and there for you want her to join you (date set up). She will either say no where you move on like its nothing and if you see her next time you act normal like you have moved on or there in another girl you are perusing. Or she is down, gives her number and then you really work her when she is not busy at work. Solved.

Those words have been said to me, word for word. .. I work in retail and own a petcare business. I don't feel pretty at either job. I've done this with coworkers and my dog walkers. It's not a good feeling nor are we kind about it.

I second all of those suggestions, grocery stores, cafes, bookstores, outdoor shopping spaces. Daygame is in my opinion best by just striking up a casual conversation for about 5 minutes, then saying you'd like to know more about their business, studies, art, ideas, etc, and getting number or email on that basis. Then be more direct in text saying I thought you were kinda cute, want to get coffee sometime? Then take it form there.
