Prague, Madrid and Amsterdam are some of the easiest cities to do games in EU. I'm European and I would had to your ideas:

Approach locals when you are abroad, usually locals girls are more into foreigners, don't know of this works best for me as I'm Italian;
in Europe all cities have a city centre, forget malls or other areas like in the US, you have to hit the streets and squares in center where the monuments and all the touristic points are. Over there you would meet the most person. Get informed on where the night life is and hit those place on night, usually the nightlife is not near the center or other tourist attractions;
explore the eastern of Europe and avoid Italy and France, unless you are kinda pro in game.

To add to this post as a Berliner:

There's definitely a difference in approaching people based on surroundings. It might be normal in the US to approach a stranger and flirt with them at a bar/pub but doing that in Berlin or anywhere else in Germany is heavily frowned upon. Unless there's some event or activity going on. It won't be a problem if you manage to find other tourists in the bar but you'll fail much more often than you should. Meetups can remedy this since they tend to be public.

If you have any basic partner dancing skills you'll be a favorite among the regular party goers if that's where you game. I've wound up with too much or unwanted attention at clubs simply because I can dance socially. Also hitting the local dance scenes can be quite effective as long as you're respectful and know how to dance. Keep in mind the differences in social scenes though. Quite a few people go Bachata dancing to hook up, not as many in Salsa and rarely in Swing.

If you're a tourist & approach local girls, it will work the best if they're alone. If they're a group, they'll have some reservations mostly from social pressure.
Usually, when someone is on a trip, adventure mode is on... same with when you're foreigner, they won't be worried for you to get attached, etc. They can use you as a fuck boy toy :)

I HATE when people try to show off speaking a few distorted words in "my" languages. Don't do it please. Everyone does it, it's not sexy, it's just annoying.
