Ok and? Your mistake is assuming that just because you give a compliment that the woman has to stop and engage in a conversation with you.

Cold approach is not the norm, and as such, women don’t really think you want to engage in a conversation just because you compliment them.

At best, they will say “thank you” to be polite and continue on their way. At worst, they will consider your compliment a form of catcalling, which they won’t appreciate.

If you want them to stop you need to actually tell them that you want to get to know them instead of throwing random compliments without context.

So next time say “_Hey excuse me, i know this is random, but I want to tell you something real quick before you go, cuz I thought you look really nice, and wanted to get to know you real quick or i know that i’d just regret it if i didn’t. My name i “x”, nice to meet you_”

A comment like this makes it more clear to them that you actually want to socialise and meet them rather than simply saying a random compliment.

Smile, open your body language, and make eye contact.

And DONT open with "Ma'am." Makes you sound like a homeless person about to ask for money.

Make sure they ‘feel’ you and that you can feel yourself. Honestly, just a hi will go further if you have that right. Feel your body and feel yourself enjoying them without needing them. If you’re ‘forcing’ it, you’ll get blown out

Make sure you have their attention first before saying what you want to say. Some will ignore you anyway.

Turning away while you approach is a routine shit test. Stay in front of her as you walk up, which means that you'll follow more of a circular path. If she turns away a 4th time, wave your hand at her. She'll look at you. Stare aggressively, right into her eyes. Don't blink and don't look away for even a second. Open your eyes wide, so that the whites show all around the irises. That makes you look fuckin nuts. When you speak, do the opposite, be charming as hell. That's a push-pull. You're being over cuddly friendly perhaps, the soft teddy bear mascot that hugs people at parties, they have no clue you're hitting on them and don't care about receiving a hug for free. Try tap on their shoulder, make them stop, tell them you're there to talk to them, maybe you're trying not to be a creep and this way achieving the opposite effect

You also need to give them a reason for why you're approaching someone. Just throwing out random compliments isn't enough. It's just a nice thing to say, they say thanks and go about their day. You also need to tell them that you wanted to meet them/talk to them.

They hear you, but .... is just a compliment, what do you expect them to say?It is so insignificant that there is no point in even saying thank you.

Forget about voice projection, body language and all kinds of things, just be normal, act like a normal guy who is social, friendly, in a good mood and wants to talk to other people.
