This isn't stackoverflow.com, but seriously, out of all the legal options available to you, what have you tried? Talked to the owner? Noise / pest / dangerous animal control, police, etc?

Taking advantage of the westerner-in-asia SMV disparity is cool, but being so impotent you can't find a way to resolve a problem like this, isn't.

Poisoning a dog will leave even the neighbours you're on good terms with feeling distrustful and suspicious. Read The 48 Laws of Power if you can't think of any options.

I understand the nuisance, how it can put your on edge and how you can come to think about such extreme solution.

Yet, I would not kill the dogs.
First, because, I'm an animal lover and kind of a tree hugger. I just could not resort to this.
Second, because it could get your into legal trouble.
Third, because it could get you into even more serious troubles if your neighbors are dangerous.

I don't know about you, but if someone killed my pet, it would mean fucking war. I'm not the violent type, but I could really snap.
And even if I don't snap, I would get a major revenge one way or another.
So if these neighbors are kind of thugs, they might even react worse than me.

Don't do it.

I would probably try to sort things in a friendly manner if possible, then resorting to police or legal ways, and if everything fails, just move out.

If there is a problem in your life, you fix it or love with it. There's different ways to do it, but don't be a hypocrite and sit down to your dinner of animal meat and feel guilty about killing a different kind of animal

If you're worried for your kid's safety, start regularly bribing the dogs with small treats, much like every mail-man does. Talk to the dogs owner about any diet restrictions the dogs might have.

The possible costs are getting found out and creating a shit-storm of a relationship with the terrible neighbors, the police, and any moral dilemmas that I would have to deal with.

The costs are too high.

You should think of more constructive ways to deal with this. Bribe dogs. Move. Something. Anything.
