IANAL, but this is almost certainly considered rape. Inmates are considered unable to give consent for pretty much anything due to their severely restricted rights. A prison guard having sex with a prisoner is pretty much prima facie rape (unless the prisoner is the one who forced himself on the guard without consent, which of course would also be rape in the other direction), just like a teacher having sex with a student is rape even if the student wanted it.

Of course, if it's female prison guards, the title is always "prison guards 'seduced' or 'impregnate' by inmate". Meanwhile, if it's 4 male prison guards against a female inmate, it would almost certainly be reported as "prison guards raped inmate".

Also, part of the reason this happens is because prison guards are often recruited from the same population as the criminals i.e. poor communities with high levels of crime and gang prevalence. Which means many of them have ties outside of the prison (if not direct blood ties, often gang ties, common friends, same neighborhood growing up, or some other social ties), which often lead to improper relationships (sexual or not). That's why the biggest gang leaders are often kept in remote rural prisons, in order to break those ties between inmates and staff. If this jail is in Baltimore, I bet the inmate and the guards that raped him share a lot of external links we don't know about.
