i work in a big and i mean HUGE multinational corp and women would dress "lightly" (to put it nicely) all the time, short skirts are regular attire (the company also has a policy of hiring a "young" workforce, the average employee is around 26)...so one day a guy got sick of it and started coming to work in a short skirt until they gave in and decided that there's absolutely no dress code

Would it not arguably be easier to wear more clothing because it's too cold then it would be to wear less clothing because it's too hot? We have the opposite problem at the company I work for shh, where cooling is turned down to save energy but dress codes are enforced. The combination makes summer heat almost unbearable.
This is not in response to the perceived gender inequality that op is referring to, btw. Dress code here is pretty similar for both genders. We all suffer equally.

So women and men have physiological differences that make them feel more comfortable at different temperatures, but also dress codes tend to make men dress more warmly. If you own your own company, why not hire all women and just keep the thermostat warmer? You'll not face any legal issues as we all know diversity requirements won't hit you if you have a 100% female staff and since women are just as good as men, it seems like a win win for you. Hell, if you believe in the wage gap, then you could just pay the women less for the same work and reap extra profit.
Insofar as other spaces that are co-ed, what would be your solution? Make women dress more warmly or stop complaining, or make men's dress codes more lax so they could show up in a T-shirt and shorts? Or are you thinking that men should dress warmly and put up with it while women dress with a lot of exposed skin while keeping the thermostat up for the sake of the women?

Lets see 66 million women on U.S. payroll . 99% of those are going to be working in some form of office job. Running a space heater $90 a month. = $5.9 Billion
Now of course not every single one of them will have a space heater. However nearly every office has at least 1 woman running one. I don't know how I would estimate the cost of the counter cost of the huge building A/C unit so I'll just say this still is probably not that far off.
Only wastes $5 billion or so of natural resources for no reason other than women collectively don't want to wear a sweater at work.

It's more than easy enough to dress to be warm when the a/c is on 72 degrees (F), but when a woman cranks up the heat to 90 degrees plus, there's not much one can do to stay cool; a fan and taking off one's suit coat only goes so far.
An office environment needs to be around 72 degrees, so it can be crisp and cool enough to think and operate at optimum capacity; if anyone finds that too chilly, they can damn well wear a sweater!

120V seems so pointless, because you can still buy 240v appliances, and there's the ability to turn 2 120v circuits into a 240v to run said appliances.
Lower current means less conductor cost (yes more insulation cost, but insulation is cheaper than copper), and 2000W are common making up about 60% of the heaters you can buy, and some even come in at 2200W because that's still only 9.2A and we have 10A breakers.
Anyway back on topic, worked at a place where this exact thing happened. But instead of using like a fan and ceramic heater, they were using one of the old school convection ones that glows, pretty sure they started a fire once, and were told to pack it up, and if they were cold to start wearing pants or a jacket.

UGH. Background-I used to take care of the HVAC for my company. I'd get called to the upstairs office, there's about 10 women and 2 men up there. The director (a man) would call me up and say the room was too warm. I'd check the coolant charge, make sure the Evap. coil wasn't frozen, all the usual stuff. Then I noticed 3 or 4 women have those portable heaters under their desks. Any other A/C specialists here can also chime in-your system will never work that way. Basically the system is "sized" for your space, if you add heat load to the room your system is now too small to keep it cool. I might as well attacked a wasp nest with a weed whacker, the women were whining "Its too cold" and they are wearing short sleeves and short skirts and open toed shoes. I tell them to dress warmer, they tell me they want to be comfortable. I shake my head and tell the director, "If you turn off those heaters the system will work". I tell my boss that story and I don't have to go up there anymore.

My ex would leave all the lights on in every room she went in to. Would leave on the oven, space heater, hair straightener, tv, and leave the windows open. I have a thermometer in my office. When the women start bitching that it's cold I point them to the thermometer and tell them that the temp is 24c, same as always, due to the air con in the office maintaining a constant temperature. They literally argue with the thermometer. In their defence, since the office is glass walled it does feel hotter on sunny days and colder on cloudy days due to the infrared heating from the sunlight. I had one secretary who I liked enough that I bought her an infrared heater to put under her desk for when she was cold. Just in case anyone wants to downvote me for that, I should point out that I still own the heater despite the fact that we sacked the secretary on an efficiency drive. I also had a spreadsheet for all the women around me where every day I plotted the actual temp, and who felt hot vs who felt cold. The actual temp may as well have been drawn with a ruler. The women's perceived temp was up down and everywhere else all at the same time. In the end I had to stop recording data because the women got embarrassed to tell me if they were hot/cold when they knew the next thing to happen would be that I would show them their random line vs the actual line and ask whether, if they were me, they would take the complaint seriously. I still hate working with women even though I have got them to shut up about the temperature.

As long as companies are expected to hire a certain percentage of women, you can exploit the women's need for higher temperatures by having men and women work on separate floors, the female floors have the settings to 25C/77F and the men's floors set to 19C/66F, that way the large difference in temperatures will discourage any unnecessary trips to the other floors.

I used to work in the call center for a bank (75-90% women) and everyday I would hear constant bitching about the temperature. They’d often have blankets and coats at their desk and it’s like 72 degrees. Shit blows my mind. It’s better when none of the thermostats work because corporate has them all locked down but the incessant bitching gets old fast.
We would have these meetings a few times a week and my team was maybe 23 people, two of which were men. So you can imagine how little we actually got done. It was astonishing how fast we would go from 3 things on the agenda to bitching and moaning for the rest of the meeting. A massive waste of time. Our average for time wasted during my tenure there was 48 minutes out of every hour. It was always the same complaints too. More of a support group or therapy. If you don’t like the work, leave or shut your fucking mouth you fat cunts.
