If he had the money I'd say take her to court for that and claim emotional trauma and financial loss for all the costs invested in the dog just so she could pretend in court she cared for the dog for the sole purpose of killing it. And further a motion in the court that because she laid out a plan specifically to kill, she could be a danger to herself and others as that typically starts with targeting animals to kill and/or torture.
