He's got more than the usual problems in these times. After she is resident for one month she's a tenant. He has to give her notice to quit after a period of 30 days. Then he can have a court order a sheriff's eviction. But with COVID evictions are on hold. His best bet is consulting a lawyer. Her actions with guest and such could be in violation of quarantine. He should have access to his own home. This is why you never let a woman move in. He will eventually be able to get rid of her but it might take time and money.
