In the last 19 years Africa has had a 11,500% growth in internet access. Overwhelming that's been mobile devices. You can purchase a smartphone for as little as 10 dollars with internet access and it's been like that for several years.
There's been a big push in many places like in Africa, to get people internet access for no other reason than as a marketing tool to grow the local economies. An example from South America is a story you can watch from the show meateater. Steve Rinella goes on several trip to Guyana several years apart. There is a huge difference in the tribe he visits from his first visit to the second. This is a tribe with internet access, using it as a marketing tool but still live deep in the jungle and live relatively traditionally.
It's not that far out there that someone would gain interest in obtaining internet access while simultaneously never hearing of ice cream.
