The HRMI did not explicitly include men and boys in their measurement so I emailed them and asked for men and boys to be included. Here is their reply.

First of all, I would like to thank you for the work that you do promoting the rights of men and boys. The HRMI team and I discussed your suggestion that men and boys should be included as one of the people at risk groups in our survey and we fully agree with this suggestion. We will add it for the next iteration of the survey.
