The gesture was benign, its not like she kept at it to the point of harassment. All this hubub is just programing people to stop reaching out to each other, blocking any level of intimacy that exists. If you see somebody scrutinized so blatently about a simple gesture that used to be cute and relatively innocent, then you are less likely to make actions that correspond with said gesture. Sure, he may not have wanted it, but its not like she continued to pursue him past the point of no. So no, she shouldnt be punished, and the man should go get a date already. Dudes gonna hit 40 year old virgin status if he keeps "waiting for the right one." Dating is a crazy world, and getting to know people is a skill you have to build. Oh well though, he is still young and naive.
This is also a great example of how media is tearing us apart. It makes it harder for guys and gals to approach one another and allow intimacy to happen naturally. As a guy, all this sexual harassment crap makes me not even want to approach a woman for fear of being accused. I push through and go for it anyway, because there is nothing wrong with trying. But it just makes communication more difficult when the new social norm is so toxic.

He felt uncomfortable from the kiss, and then what? He went about his life?

Are all experiences in life supposed to be comfortable? Were we 'pleased' and 'calm' every time we learned something new about life?

The kiss was a dumb publicity stunt. If she really felt bad about him never having been kissed she could have just done it after the cameras were off. She did it on stage in front of everyone to put him on the spot, or make some kind of example out of him(belittling him for being a kissless virgin) and show everyone how cool and fun she is(basically objectifying him in a way to promote herself).

That being said, I really don't think what she did was that bad. If it was the other way around, people would be losing their shit but that doesn't mean that this is the behaviour to emulate(it should be the other way around). In her, and everyone else's mind, she was doing him a favour(especially considering how men tend to be far more deprived of affection and physical/sexual touch than women) but that shouldn't be the defining factor anymore than it would be if the genders were reversed.
