Learn to read body language. If someone finds you interesting, it will show in how they hold themself to you. It is easy and risk-free to begin to notice this. After a while of practice, you will be able to confidently start conversations with people who want you to... you will know without a doubt.

After you know who wants to talk with you and create the conversation, they may become shy because of their 'tells' that have started it. Give them time, then see how they are feeling about having another conversation, it might be heading somewhere.

Me, personally, i always feel like i have to make a move or imply my intentions somehow. Any playful joke about you guys being a couple or so kinda does the trick, as long as you're not awkward about it. At this point either she cringes or acts like she not interested or she reciprocates and "plays back". I guess most of the times, my interactions with women i end up successfully dating tend to be humorous and playful and then evolve to something more, like deep conversations and connecting emotionally.

First of all, 'flirt' is a kind of ambiguous term. It can mean anything from creating sexual tension to making the other person feel good about themselves. This ambiguity is one reason why men feel like they don't understand what flirting is, because it isn't defined in obvious, certain terms, but is more like a vibe. So the first step to figuring out flirting is to realize that there isn't one way to flirt, there's a spectrum of "projecting positive things at the person" to choose from, and you just need to stay within that spectrum somehow.

Second, flirting is about implied communication, because it involves communicating things that aren't meant to be said directly. This is what often makes it hard for men, because men overwhelmingly favor explicit communication, to the point of not knowing how to do anything else. However, they also often have an instinctual understanding that they can't say directly the things they wish to flirt, so it's like "I know what effect I want to create, but there are no words I can use to directly say any of it, so how do I do it?". The answer is that you use indirect communication.

The key to learn this indirect communication, is to understand that every time you say or do something, the woman will care more about why you said that, rather than what you said. This isn't how men think about things, but it is how women think about things, to an annoying degree. You send her a cute picture of a Quokka and say "look at how cute this thing is", and she'll think: "yey, he is thinking about me when he's away from me". You say "wanna come to my place for coffee", and she'll think "he wants to fuck me", because why else would you try to get her to come to a private place with a bed alone with you? You show her your sick guitar skills, and she'll think "he likes me", because why else would you be trying to impress her? You looking at her from across the bar, and then getting up and offering to buy her a drink is flirting. She already knows what you think and what you're doing just from you doing that. So assume that women can read between the lines, and that should start giving you ideas.

Third, understand that flirting often doesn't happen in isolation from other types of communication. Not everything you will do in a conversation with a woman will be 100% flirting. Rather, you'll alternate between flirting, which is actively directed at her, and being "passively attractive". You can tell a joke that isn't meant to be a hint about her, and because you made her laugh, you'll seem more attractive to her. Later, you'll give her a compliment, which is flirting, and she'll feel good about herself. Then you'll tell her that you have an awesome job, and she'll be happy about that in a very different way. So it's going to be a mish mash of flirting and non-flirting, and you shouldn't be pressuring yourself to "get your flirt on" at every opportunity.
