True, but it does serve as a useful metric to judge actions and definitions outside that convention. It's why we don't employ chemical attacks against terrorist or insurgent groups because society as a whole as codified in the convention agreed chemical attacks were off limits.
Society as a whole decided when it comes to combat, 15 = adult. Although every society has a different legal concept of "adult" but the convention is the closest we have to a globally agreed benchmark regarding combatants, whether those combatants are part of a signatory group or not.

You seem WAY too optimistic if you think this is satire (although to be honest the difference between satirical websites and real news is getting harder to notice every day, and that's not because of fake news or anything like that, it's because some things that should be JOKES end up being seriously in the news).
In fact, I'm surprised that there isn't way more posts about it in something as big as the US, in my country there has been way more than one or two cases like that and it's constantly on the news to show how great we are for "wanting to accept them back" recently (mainly mothers with their children but they're stupid enough to be like that with everyone in order to look like the nice guys). It's a pretty common thing, at least here.

I was listening to a report about the refugee camps for isis families. Many of weren't originally from Syria and moved there to assist ISIS in the war effort. Now that ISIS is mostly defeated they're left in these camps because their home countries don't want to take them back.
Now, I have a lot of sympathy for the kids, they didn't ask for that and they didn't get say in who their parents were. I wish something could be done to help them because children don't deserve that kind of suffering. But the adults? Fuck them. They knowingly traveled to join an organization that released videos of people being burned alive. There is no way they can say "We didn't know" you can't claim ignorance when the group your joining is the most fervent distributor of their own terror propaganda. It's not "western lies" when ISIS is the one producing the video of the people getting their heads chopped off.
The people in the camps are now complaining they're not being cared for well enough. Some, however, are still doing the finger to the sky ISIS sign.
I get that people make mistakes, but this isn't dating the wrong person, or taking a job where you find out that the boss is kind of a jerk. They joined an Islamic terrorist group. Even if this were just a mistake, those actions have consequences. If I have a few too many drinks and get behind the wheel, that's a mistake, and it's a mistake I will pay for with my freedom if caught. These people traveled across the world to go join a group they knew full well had committed and continued to commit heinous actions against an unarmed population.
