Hell,if we're keeping it a buck, most of those dudes aren't even special, aside from their social status(bc of job title) and salary. Most of those dudes' other smv stats are lower than other guys who don't have fancy job title (and obviously less income.).

Dude I have NO IDEA, but it's a pandemic. You have a guy that runs 25 or 30 miles a week MINIMUM, and can crank out 100 pushups at a go but hes hitched to a butter golem.
Some of it honestly is just poor decision making, away from home for the first time, want to get out of the barracks and get a housing allowance, then some chick that troll the bars around base let's them raw dog it and gets knocked up on purpose for that tricare insurance and a steady paycheck.
