We are already there, it's genocide by way of neglect. They want men that are weak and vulnerable to die off and they neglect them to make that happen. Just committing open killing of men would be a hard sell, but neglect has plausible deniability.

It's not impossible to envisage a future where heterosexual behaviour would require a licence. Chad and Sebastian would qualify, and would be sought after by the majority of heterosexual women. This is no different to what women do now! Male qualities required by the state (soldiers, police enforcers, engineers, construction) would be selected by AI, and the chosen ones would have no problem in keeping other males in check to claim their sexual reward. Not genocide but imagine if there was some drug or surgical procedure that made men completely compliant and subservient to women. So then the men could still do the work that's dirty and requires strength. The trick would be for the drug or surgical procedure to not also dull their intellect so that they could still create, design, and invent.

Sounds like a science fiction book, sort of an inverse of The Handmaid's Tale book.
