The difference this holds from just outright getting rid of the draft is that when war comes,the draft can't just be reinstated and conveniently only conscript men because of the excuse that it's how the system was set up before removal.

Let's face it, the only reason why people are don't automatically think of removing the draft when considering this problem is because it's a "solution" that is meaningless in effect. What's the country gonna do when there's an invasion and they need more people? Just lay down and let the takeover happen? No, the draft will just be reinstated.

Perhaps it would also be better to remove it and then have an official decree that says if it's ever reinstated, both males and females would be conscripted. But I guess that would mean an implicit message that a draft removal is just symbolic.
