Lets pretend we are Putin here and are asked the same question:

Q: Attacking terrorism in Chechnya will hurt civilian muslims?

How would you deal with this, if you were Putin? Clearly there will be casualties so its a valid question; but it is a price he is willing to pay. Most people are weak and against his strong nationalistic policies; he is not able to persuade them as they have emotional arguments against the conflict - therefore he does not wish to fight on the 'same' playing field: emotional arguments beat rational ones in persuasion so it is lose-lose if he does. He has to show that the decision is final and the right thing to do: he has more information/power/whatever and resistance is futile so don't drain his energy.

This is all a bit like making a big decision in your relationship with a girl and she wants her way for the wrong reasons: there is no point arguing on the same level or trying to be rational. Make the rational best decision then be the leader. But do take her decisions into account. An example of this is your wife trying to spend lots of your money on unnecessary things; rationally discussing purchases sets a terrible precedent and will lead to nagging or manipulation and gradual erosion of respect.

What type of shit test response would work here? Its not a straight agree-and-amplify. Agree-and-amplify would be:

This is a poor response as it is needlessly confrontational and the civilian casualties are a valid criticism. He needs to dismiss them as less important than a bigger goal. This is why leaders use the power of strong visions: they can justify breaking the eggs by never talking about the eggs and always talking about the omelettes.

Q: Attacking terrorism in Chechnya will hurt civilian muslims? A: [discuss higher goal of removing terrorist take-over] && [dismiss question as weak/stupid/not worthy of time]

Rather than agree-and-amplifying on the cracking of the egg, you can agree-and-amplify on the lack of creating the omelette. In this case the omelette is [discuss higher goal of removing terrorist take-over] and the egg is civilian casualities; if that was not obvious already.

The logical end-game extreme on not cooking-an-omelette would be: bending over backwards for a muslim takeover, lots of deaths by them, everyone becoming islamic fundamentalists.

Q: Attacking terrorism in Chechnya will hurt civilian muslims? A: I suppose you are right; and when everyone is an islamic fundamentalist we can expect less violence!

Now I will give one final tip, employed by the Tsar himself; your amplification in an agree-and-amplifies is ALWAYS improved by a reference to a dick or degrading sex-act in some way.

Often if a girl i'm seeing asks for something ridiculous I will occasionally say something analogous to 'yeah, and I guess I'll suck a massive dick too' or something. Shock factor increases your power and control and seems to reduce any further questioning. It also reframes the question to something that most people are very uncomfortable discussing - if they are inexperienced enough to try responding their only response will sound like whining or defending themself with actually-ive-not-got-a-small-dick and you can dismiss it further to 'win' the 'argument'.

You can then further this with a little bit of comedic timing, a slow build up, an extended graphic description of the act, talk about pointless logistics to make it seem like you are trying to be more serious (best places to go, online vouchers, 2-for-1 circumcision deals), and drag it on a little bit. The point is to show that you really don't care, and really think the question was a total waste of your time. It was disrespectful to even be asked, don't think about trying it again, or anything similar for that matter.

Boundaries have been set. The omelette will be cooked. What eggs?
