Manage stuff, lead people.

If it needs to be moved once, it doesn't need to be addressed.

If it needs to be moved twice, address the person who did it.

If it becomes a systemic problem, then it needs a system.

My wife leaves the lights on in the laundry room all the time. The first time I asked, "hey, I know its not a big deal, but it's my thing. Can you make sure you turn the light off?" [addressed the person]

A month goes by and sure enough she did for a day or two but then right back to the old ways.

So I watch her. Turns out she can't pull the chain (old house) with a full load of laundry, so if she goes up with a full load it ends up being left on. So I put a light switch next to the steps that she could hip-check as she walked by. Later I added a time-delay circuit.

In the end it was my problem, because really she was getting a fuck ton of laundry done so what does a CFL cost to operate? So I put a system in place that allows her to succeed better with my issue.

First step, understand it's your problem, second give her a system she can succeed in.

But what you should say is: "Babe, I like a clean house. Please don't leave your shit lying around." It's your need and she can fill it or not.

If the system you choose is simply, "I put all the shit laying around in your office" then own it. Don't let her manipulate you into feeling bad.

"Babe, cleaning needed to be done. I put all your stuff on your chair so you can deal with it. If you don't want to go looking for it, find a place for it to begin with".

The other day my 18month old was walking around with a container of TUMS smoothie tablets that my wife left too accessible. I threw it away in the outside trash. Later she was asking me if I had seen it I said no, but I thought it was in the office for a while. She didn't say anything. Of course her mind is racing to think if the baby has manifested any signs of poisoning from TUMS (which happened twice before to our older child).

It infuriates me how careless she can be but I decided that instead of making it me vs her, my best move might be making her paranoid for a few days wondering where her tums smoothie tabs went and if the baby hid them, and maybe she is searching everywhere for them.

Moral of the story and how it relates: Its your house. do what you want.
