I like to sit on the steps outside my college's main building, when a girl walks by that i think is cute i'll say "I like your outfit." and flash my boyish smile. She'll smile at me say "thanks, i like yours." or something to that effect, and i reply with "enough to give me your number?" Ta-da. Rinse and repeat. It's not what you say, but how you say it.

Meh. Depends on the girl. Some are pretty open and will readily give you their number solely based on your charm, other's will be intrigued-- but still need more investment. For example; saw cute girl in lounge today right before i had class, walked up to her and was like hey what's your name, she told me her name all big eyed and smiley i told her mine we shook hands. I informed her i had class but that she looked interesting so she should give me her number, so she was like i don't think so i don't know you. So i tell her that'd why i asked for her number. She giggles and turns me down again. I gracefully eject. What i should have done was do something like look at the clock and say "alright, i have 10 minutes, what do you want to know?" with a smartass grin. Positive i would have # closed if i had pushed a bit more. So the success rate really just depends on you i suppose. :)
tl;dr i can't really give you a mathematical success chance because it all just depends on how you handle it when she initially says no.

Paul Janka's stuff is good for handling objections. He expects a no first time because he goes for quick number closes. If a girl objects he'll just make the number close sound as trivial as possible so it's hard for her to object.
e.g.
Her: "I'm not giving you my number"
You: "Why not?"
Her: "I don't even know you"
You: "Exactly. So give me your number and we'll grab a quick coffee sometime and get to know each other"
Her: "I don't know..."
You: "Do you not like coffee or something?"
Her: "I do but..."
You: "Cool. So give me your number and we'll grab a quick coffee sometime. I've put your name in already, so your number's 07..." [Uk mobile numbers start like this. Shut up and stare at her and let her complete the number.]

It's just persistence. Some girls default to giving a no response to the number close. Persistence can also build attraction.

or you could put a little more effort in than just hollering at girls from a staircase and avoid getting the no to begin with. Sounds like hearing no is normal with this method and pleading your case to get her number isn't that seductive. The number close should be a natural part of your interaction.
Anyway, my question was how many numbers have you actually gotten from this stairs routine and how many of those numbers were responsive?

7/9 :) and counting. and that was cold without additional effort for 4 and slept with 2 of them. Ironically, both are from the extra effort camp. Like I said, it's not what you say, but how you say it. Who knows, maybe the ratio will go down as time goes on, but right now id call that winning no?

Oh for sure! Can't do that shit elsewhere, i think it'd be kind of sketchy doing it in monument square... But at school? Hell, part of the reason we all go to college is to get fucked. :P

I disagree with this approach. "How can I contact you?" leaves her open to give a facebook response or email response. It's the ultimate pet-peeve of many women when a guy isn't direct. I think the sentiment behind the approach is nice, but he wants a number not a friend. To do that, he should just be direct and ask for it.

I used to think facebook or email closes suck but they don't really, also once they offer one form of contact its easy to ask for the number too afterwards. Since you already are typing in their info. My android phone helps me out because contacts with just email and no phone disappear from the list, so I have a reason to always get the phone number. In some cases where more comfort is built than attraction being too direct can make her less willing to share her contact info. In the end i've tried a million methds, and and honestly they all work, it's all in your prep work if they will give it or not, not the actual way you ask for it.

This shouldn't even be a question. Every possible way to ask a number is good, I have yet to ask for a number and get any hesitation.
If you've been talking a little and she looks interested, just ask, there's no reason for her to refuse. And if she does refuse or hesitate, is it worth trying to charm her anyway? People make up their mind about someone in the first minute after they met.

You peak her interest in something, then create a future meeting for it.
For instance: You: "Yea, im going to that new coffee shop..." her: "Oh, i've been wanting to check it out" You: Later on "Hey listen, i gotta run but we should meet up at that coffee shop for..."
Then proceed to what everyone else said, which is:
You: "How can i keep in contact with you" It's harmless

I chatted with two women at a Catholic group last night. One I had already kinda been communicating with through a dating site and she happened to be part of the group. The other I had just met. Some short convo and towards the close I mentioned that it would be cool to hang out sometime we had a lot in common. I did the "What's the best way to get a hold of you?"
I agree asking outright for the number isn't always the best route, sometimes you can try other methods whatever seems to work for you.

heres the relevant part;
How to avoid flaky numbers 101: don't ask for the number. Engineer it so she offers it to you. Because you can ask for a number and she wants to avoid being awkward in front of you, she'll just give it to you and flake out later. Build up to an event, and if she displays avid interest, ask "What's the best way to get a hold of you". If she's not comfortable, or not attracted she'll blow out and maybe give an email instead, then you know to step back and continue building comfort or attraction, etc.

See i never got this-- if she doesn't want to give you her number she is probably not interested right?
It can be a pain but you can build some attraction and comfort over time through text/email if you didn't have time when you first met.
Sounds like more work than is usually worth it-- at least that early on. I just don't think you should have to 'convince' a girl that you're an interesting cool guy which, this seems to be trying to do.
