Just go up and say hello

"I wanted to introduce myself as I always see you around. I'm [your name]. I think we are in the same [class / grad / whatever]." Then you wing it from there. Study mirroring and use your smile but don't oversmile.

If you can find out why she's always on her phone, you may find a common ground and create a way to share things with her. For ex. If it's TikTok you can share funny vids.

Sounds like she might be introvert, so might come off as cold or suspicious as to why you're approaching her. Read her reaction and dont move too quickly. You don't have to try to do it all at once. Start with intros. Say hi again next week ask about her favorite apps, if she saw the clip about x, y or z. And keep building rapport. You'll know if there is mutual attraction after the first few times you talk. If you don't sense mut attraction, pull away and maybe try again later. Study push/pull.
