See if there's a running club or some organized runs. You may not be able to do pickup while running, but there are plenty of fit women who are standing around at the start line.

Not many parking lots and the other problem is girls start their runs away from the lake or different spots around it.

This is actually the best way. Most places like this seem to have a few common "starting points", whether they are parking lots, entrances to a trail near condos/apartments, or simply where it might intersect a street. Try to catch them here before/after their run. Once they're in the middle of their workout, you're just going to annoy people if you interrupt them mid-workout. I know I freaking hate it when people interrupt me and I don't care how hot they are.

Also, trying to run together is risky. If you can't keep up, you'll just wind up a funny story for her girlfriends later.

As a runner, I find the running community is generally very open. You can get the attention of the woman you want to meet by just talking to them during a break or at the end of a run is probably best. The "I've had fun trying to keep up with you" tends to get a laugh which might be a good opener. From there meet up for another run. Just beware, alot of us take it seriously, you may end up a marathoner.
Already have, not for me though. I like shorter distances. Even vetting back into running after a few years I'm in better shape then just about anybody outside marathonners.

I've never tried to approach a moving set ... but for what it's worth: (got this from http://www.pualingo.com/pua-definitions/moving-targetset/ )
As the pick up artist Mystery notes, “objects in motion tend to stay in motion”. Moving sets are harder to stop. it’s usually best to figure out their logistics (are they in a hurry?), and go for a number close to follow up on later. If they aren’t in a rush, it’s also possible to set up an insta-date right then and there.
In MM, an indirect approach sideways and moving with the target while opening her is used. In natural game, it is possible to say “excuse me” and couple it with a physical “stop” signal with the PUA’s hands and body language. Once the PUA gets their attention, they can transition into more natural talk and escalation.

Interrupting a person mid run is a bad idea, your best bet is to strike up a conversation with someone after their run. This will give you the advantage of them having endorphins flowing through their bodies putting them in a very good mood.

God that makes me rage. First chick probably gave random number, second one was a hired gun and he seemed to imply he would call her to hire her, and third chick was an HB6 (charitable) faced with a decently attractive guy with a foreign accent. The whole thing seems more like a Bruno-style stunt.
