The 80/20 rule, speak 20 percent of the time and use open ended questions to get the conversational ball rolling. You can use your skills to figure out questions, but great starters are "What do you enjoy doing?" or "How long have you known party host?" and so forth. The more specific to the person the better the response and the longer the reply will be, as you'd get them in their conversation niche, so to speak.

The idea is to keep the conversation going for as long as possible while getting the girl to talk more, making her feel more comfortable while you can insert closed, more probing questions in the mix, to figure out if she's single for example, without asking outright.

edit I just saw a reply further down, about you being boring and feeling the need to relate. You don't have to relate at all at this stage, the idea is to break the ice and learn what you need to from the person without being a SAP, and in so forming the basis of a great interaction.

How are your topics of conversations? "What do you do for fun" is a question I'll usually drop within the first couple minutes that gets us talking about the things that interest us. Once you've found one thing that you guys can relate on conversation eases on. There are times where you'll have to speak up and be assertive to push the interaction a bit further (when they're shy) but when communicated correctly most people open up to talk about the things that interest them. Then you just have to find a way to relate their interests to the things that interest you.

"What do you do for fun?"

"I motorbike."

"Ohh that's sick! I bet it's such an adrenaline rush. That's why I love snowboarding. You feel it when you're riding down the hill. How'd you get into motorbiking?"

Bare in mind that when talking to a girl, you don't have the sole responsibility to keep the conversation going. After the first 2 / 3 minutes the girl needs to be putting effort into keeping the conversation going too.

This suggestion is really only helpful when you meet someone for the first time...whenever there is a pause and the conversation dies down just look away and pretend to be interested in something else. If the other person starts it up again it's a 100% IOI and you're set. This can be helpful because when you turned away you appear not interested and hard to get, just building the cat string theory. Hope it helps!
