For me what works is having a conversation and if you like them ask them out. If they don’t say yes, (it doesn’t matter if they’re in a relationship or not) take it as a no and move on. Also watch their behavior and see if they react positively to your advances or not. Some girls will say yes and have little to no intention of ever going out with you so watch behavior.

Girls will entertain getting hit on because it feels good, whether they're single or attached.

Compliance to physical escalation will tell you real quick when she's really on or just seeking attention.

You're not a special target for this.

It's just girls being silly.

You're getting bent out of shape about it.

Just treat these girls as practice then move on.

Honestly the best way to for deal with fake flirty girls is honestly just ask them if they want to hang out. If they are not willing to hang out you just have to move on. If she is fake flirting and you guys actually hang out this will you will definitely have a better chance of getting laid. But if she is not willing to hang out she is just seeking attention. When I say move on, this means do not entertain her. Dont respond to her text message or if you do seem uninterested. Also when she try and flirt with you in person do not give her any attention.

Easiest thing in the world.

Ask them out on a date (or flat-out ask for sex) and be absolutely clear what you intentions are. Don't bring up sex if you are in an office environment, though.

If they get mad, they are 'fake flirting'. They get mad because you just took their power/frame away from them.

I'm not sure what makes me a viable target for this. They hide their relationships for weeks. I don't know if they do this to unattractive guys. If you ask them out they don't say they have a BF. They say maybe.

You're not describing what YOU are actually doing. You are only describing the results and expecting us to guess.

How are you meeting these girls?
Who is opening who, and how? Like what is literally being said, verbatim?
Who is asking who out and what is being said, verbatim?
When they say "maybe," are they referring to whether they have a BF, or whether they can hang out?
Is this you talking about ONE situation and making it sound like multiple women or is this really something that's happened multiple times, where a girl says, "maybe?"

Side-note: A person is more likely to hide their SO from someone they find ATTRACTIVE, not someone they find unattractive, so that they can continue to bask in the flirty fun or fantasy of that interaction.

I don't know how to spot them, I'd like to avoid them because it's never been a good use of my time to flirt with them.

The problem is, this is an impossible thing to help you with until you describe what you are doing in detail, because much of social interaction results as a reaction to the sort of person we portray to others in social interactions.

.....Like there's no way for me tell and you have to escalate and fuel their ego. They will practically beg for attention just so they can say no I honestly can't help but dislike them.

Couple more questions:

At what point are they saying, "No?"
In what way are they "begging for attention?"
In what way are you "escalating?"

I suggest you look up Alan Roger Currie's "Mode One" and the rest of his works. It helps you deal with these kind of women ("Manipulative Timewasters", on his terms) and ultimately save time, money and frustration.

But as others have said, state your intentions clear from the beginning and don't back down.
