If you actually like this guy: “That sounds great, but I was thinking of doing X or Y that night? Let’s do drinks another time. ☺️“

It sounds very low effort on his part, and if I wasn’t that interested in him I would just block. If you actually like him force him to put forth more effort. If he refuses then he was a waste of your time from the beginning.
