It's not lack of a romantic interest. It's lack of accountability. The guy clearly has a sexual interest in the girl but is dangling the more official "date" word like a carrot to try to get commitment-free sex.

To me romantic isn’t equal to sexual
I’m still not sure that gatekeeping is the term you’re looking for:
Gatekeeping: the activity of controlling and usually limiting, general access to something
This could be a positive thing in dating. See FDS.
Future-faking: when a person lies or promises something about your possible future in order to get what they want in the present. It could be as basic as promising that they will call you later, then never calling

How accurate! My NVM friend said early on that he "liked me," but wasn't ready to date. I was completely fine with that and told him such. Tell me why this man proceeded to ask to talk about "our relationship" at every turn and complained about me "leading him on" when I reiterated my understanding of our friendship?
I thought we were friends. Why do I feel a sense of betrayal? Before I cut him off months later, he obsessed about my interactions with other males and tried repeatedly to give me unwanted advice about "handling their interest". He also would repeat again and again that my spending time with ACTUAL male friends was dating when it was clearly, overtly platonic. I'm so grateful I can see through this behavior now (thanks to FDS and you ladies!) so I don't waste precious time and energy with such NVMs in the future.
