You don't necessarily need a native application. A wiki with a mobile stylesheet/responsive design and HTML 5 offline support would probably be a better approach - no approval process, there are more people capable of setting something like that up, it would be suitable for gathering information from multiple contributors, and it would work on multiple platforms.

If you really want to see something like this built and there aren't any volunteers, what about putting something on Kickstarter to crowd fund it, then hire a freelancer? It shouldn't cost more than 2000-3000USD if you aren't fussy about the design.

How hard would it be to create one? It seems like it could be easily obtained with some sort of tagging/cataloging system for the links in /MensRightsLinks.

Although maybe it could be done with just a website and a css style sheet for mobile devices.

We would need a central hub to gather all the information.

Im not a big fan of smart phones so I dont really know.
