Well, I'll address them one at a time:

3) It is necessary that he be compensated for the damage to his reputation and the associated career consequences because that is the fundamental notion behind the tort system in use the US. When you materially harm somebody, you must issue restitution sufficient to correct for your damaging action, and usually, pay punitive damages too.
4) It is necessary that she be criminally charged because without such resolution, there is a substantially diminished incentive for people not to lie to the police and falsify claims against the innocent in search of hitting the civil litigation lottery. If rape is a serious crime, a false rape accusation ought to be as well, for the consequences even if the falsely accused is duly exonerated, tend to be severe.
