Note that they recommend 'revision', not elimination of this undemocratic mechanism.

"However, the expert team dispatched to Malta noted that the measures “serve to reinforce the two-party dominance in the legislature while failing to address structural barriers to the representation of women in parliament [and] political life.”"

Their reasoning is that

It reinforces the dominance of two major parties
it doesn't do anything to help women be represented

Note that they never say anything about the law being undemocratic, or discriminatory against men. The latter is highly likely due to the Istanbul convention, which states that 'special measures to address women's inequalities cannot be labeled as discrimination'. Orwell's 1984 called...

They're basically saying that this doesn't 'smash the patriarchy'...

Malta adopted a strange and undemocratic mechanism as from the last elections so that if less than 40% of elected candidates were women a mechanism kicked in so that 16 women would be 'elected' to parliament without having obtained the necessary democratic votes.

Holy shit how fucking dumb can leaders be? How could anyone accept such an obvious perversion of democracy. You could take over the country simply by saving enough female candidates on your side, and even if the public don't pick them, up to sixteen of them could be picked.

Now given that current beliefs about women and men suggest women have it much harder than men, wouldn't it stand to reason these poorer female candidates would also be in better position to receive and succumb to a bribe?

It's honestly a corrupters wet fucking dream, and also i'm surprised this was too much for those mongy paper-pushers we call the EU - would have thought this bureaucratic nightmare would be perfect for them.

Putting people that aren't qualified to be politicians as politicians will not help. Women just aren't as capable.

And then people wonder why the world is in shambles. The disturbing thing is that the Maltese people didn't request the "revision"(didn't read the story, so a guess). Until the majority is silent nothing good is to be expected. There should be a week of worldwide protest of men(no work at all) so women learn and behave.
