I phrase it this way because no one cares how women treat men unless someone is murdered or kidnapped, whereas men are treated like sex offenders for bumping into a woman in a supermarket. I don't know why this needs to be said, but that man who offered to buy you a drink isn't a creep, he's a man who's interested. That woman who slapped your ass did sexually assault you. That man who complimented your hair isn't going to rape you in an alley. He wants to talk to you. That woman who got touchy with you is violating your personal space unless you've made it clear you're okay with it. Interacting isn't rape and regardless of your gender no one should criminalize normal conversation. Complimenting someone isn't sexual harassment, persisting in hitting on someone after they've told you to stop is. Bumping into someone isn't rape, forcing someone into sex is.
