Unfortunately this is all to common, in a lot of countries they rarely even try women for infanticide, juries just won't convict. Post partem depression defense, crying woman, and peoples general disbelief that a mother could do that without having suffered a psychotic break means they can pretty much murder their babies with impunity. They can get away with murdering a co-habitee pretty easily as well(battered wife syndrome, because going to one of the many shelters isn't an option apparently)

I understand that the rationale is that punishing women who do this sort of thing in or after childbirth would drive them further underground rather than to seek help.

I don't know if there is any real evidence to support that rationale in the modern context. This is not 1820. Last time I checked, having a vigina doesn't make a person a helpless victim sub-adult with zero empathy for a baby growing inside her. But perhaps someone could produce evidence to prove me wrong about that.
