Mentally set a short deadline for her to sign off on what was agreed at mediation. If you don’t have your signed agreement by that date set the case for trial at the earliest possible date. A looming trial date is a great incentive for settlement.

Mediation isn't done until the paperwork is signed by both parties, notarized and submitted to a judge. Because until a judge signs it into an order you've got nothing.

Divorce is all about incentives. If you can't financially incentivize her, then you set sail for trial and let a stranger in robes get it done. Because she can't deny the judge.
